Phillips 66 is an American diversified energy manufacturing and logistics company with business operations in refining, midstream, chemicals, marketing and transportation, and renewable fuels. Its refining and processing operations require water for cooling, steam generation, wastewater treatment, and other industrial uses. Water stewardship activities focus on optimizing operations, recycling water, remediating groundwater, managing discharges, and protecting aquatic ecosystems in the vicinity of the company's largest facilities.
The company's reuse of treated groundwater at remediation sites is among its most effective operational practices. In 2025, the company recycled more than 2 billion gallons of treated water at its facilities instead of using additional freshwater. At the Borger Refinery, the Leak Identification Program reduced the quantity of raw water being wasted by about 500 gallons per minute. In refining operations, the company enhanced water management by leveraging technology and process controls. The company developed a cooling-tower dashboard tool to standardize and centralize performance data across refineries, helping identify systemic inefficiencies in water and energy use more efficiently.
At the Bayway Refinery, automated alarms that monitor daily environmental operating limits and objectives provide operators with advance warning of potential deviations, helping mitigate major compliance or discharge issues.
The company also works to improve the health of surrounding environments through ecosystem restoration. At Ferndale, Washington, a wetland was created at the refinery 10 years ago under a previous remediation obligation, and the company completed the required monitoring period and facilitated a transition into long-term management. The company also helped restore Galveston Bay by contributing to a coastal restoration effort that included a 16,000-foot-long barrier designed to absorb wave energy and wave run-up, reduce water and wave energy at designated locations, and allow for sediment and oyster habitat accumulation.
